Trade Agreement Negotiation

The fourth EU Implementation Report (other languages), published in November 2020 and preceded by the preface by DG Commerce Director-General Sabine Weyand (other languages), provides an overview of the results achieved in 2019 and the remarkable work for the EU`s 36 main preferential trade agreements. The accompanying staff working document provides detailed information in accordance with the trade agreement and trading partners. In some circumstances, trade negotiations with a trading partner have been concluded, but have not yet been signed or ratified. This means that, although the negotiations are over, no part of the agreement is yet in force. The proposals also focused on special and differentiated treatment of developing countries. For many years, the company has been closely involved in the negotiation, implementation and modernization of these agreements and has been working with public and private bodies throughout the negotiation process to achieve results that meet their needs. Assessing the compliance of ATRs with WTO rules has been a challenge, as the interpretation of the rules can continue to be discussed. In 2001, in the Doha Declaration, members agreed to negotiate with the aim of “clarifying and improving disciplines and procedures under existing WTO provisions on regional trade agreements. It also notes that negotiations will be conducted taking into account aspects related to the development of regional trade agreements.

Comprehensive agreement, exports to EU regions, fact sheets, assistance to exporters WTO members have sought to clarify and improve WTO disciplines for regional trade agreements (ATRs) as part of the Doha round of negotiations launched in 2001. Since then, members have put in place an interim transparency mechanism for the review of the ATR and have agreed to discuss the impact of ATRs on the multilateral trading system. A 2006 General Council decision introduced the provisional transparency mechanism for ATRs, which is the first outcome of the negotiations. The mechanism clarified the requirements for the date of notification of the RTA to the WTO and defined a process in which WTO members review these ATRs, either in the Human Rights Committee or in the Trade and Development Committee, on the basis of a factual presentation of the WTO secretariat. The WTO`s RTA database was also created as part of the transparency mechanism. The EU has trade agreements with these countries/regions, but both sides are now negotiating an update. The European Commission reports annually on the implementation of its main trade agreements in the previous calendar year.
